Honestly, doing something like this would completely backfire because as several have said, people don't want to hear it whether it's true or not. Metaphorically, think of it like when you screw things up with a chick. If she is pissed at you to the point where she wants to break up with you because she feels you cheated on her, to give an example, she's not going to want to hear anything you have to say to defend yourself in the immediate aftermath. And the more you try to defend yourself, the more she will pull back from you and not give a shit what you have to say. In fact, it often makes her hate you more.

In this situation, Penn State is the "cheating" boyfriend and the general public is the girl. The more you guys try to appeal, the less "we" want to hear it and the more that you'll be hated. Penn State needs to move forward, get its ducks in a row and just concentrate on what Penn State will be in the future, not what it was in the past. Don't worry about trying to clear the record, just start a new one. Keep your nose clean enough and get "revenge" by living well and then people might start coming around and remembering some of those good things about Penn State that you guys are proud of. But the more you fight this particular thing, the more entrenched the outside world will be in their hatred of you and their dismissal of what you were.
