From what I have read on here, it seems that we will be around 70 scholarships next year. Therefore BOB can hand out 15 scholly's for next year. I am not saying he would do it, but could he give a ship to a 13 walk on? Does a kid need to be on campus for a year before eligible for one? I would think not but maybe someone smarter than me has the answer.

There is no time frame for how long a walk on kid needs to be on campus before he gets a scholarship. However, unless he's been here for TWO years, he will count against the initial counter limit of 15.
It sounds like you think O'Brien can hand out 15 scholarships to any kids who are here (to bring out total to 85) and they won't count but that is not true.

The NCAA website clearly states that if PSU drops below 65 during the sanctions they can give a walkon a scollie to bring it up to 65 even if the 15 per yr are used. Not sure why this wouldn't apply for walkons already on campus for 2013 as long as they have been in the program for at least 2yrs.

You read that post wrong. If a kid is on campus for less than 2 years and is given a scholarship, he is treated as an incoming recruit and would count against that year's 15 initial counter limit. Once the kid is on campus for 2+ years, he can be given a scholarship without it counting against the 15 limit.

I think the whole part that threw me off was that OP was originally talking about next year and not when the 65 roster limit takes effect in 2 years (which explicitly allows Penn State to award additional scholarships to walk-on players if we drop below 65).
