My issue with him has been, in order. Decision making Timing Accuracy with consistency.
Never have I worried he didn't have the arm strength to make the throws.

I call it a weak arm because he can't make all the throws when pressured. For example, if he needs to rifle the ball 20 yards down field and there is pressure, he can't make that throw because he can't put his body behind it, like he needs to do. It's one thing to make a throw when you have plenty of room and can put your entire 5'11 frame behind it.
To me, that is what separates strong vs weak. Make that hard throw when not balanced.
