I would guess it means to set realistic and achievable goals that can be evaluated and adjusted over a given time. It can help people focus and maintain positive growth. Kind of like Joe's "you can get better or worse but you will never stay the same" but laying out a yardstick to measure the success or lack there of.

I watched the 2 hour inside access on Bellichek on the NFL network last night and noticed the Patriots have the same exact signs posted when entering and exiting their football building. Also, I'm sure they'll replay it so I would recommend watching if you haven't' seen it. It's based on the 2009 season. Obrien is shown in meetings etc., but he doesn't say a whole lot.
