The worst way to keep a team in the shadows is to give them a nationally televised game on ESPN, regardless what time it's on.

I think it is a combination of both. Nebraska losing certainly is a large factor but I don't think ESPN/ABC wants any part of Penn State as one of their national games at 3:30. Sadly, it may be this way for a long time...

The noon time slot, or 11AM for us CST folks, is the national spot. The 3:30 EST spot is regional coverage.
The Big Ten is putting their significant game in the national spot.

If Nebraska losing is why it's noon then how come Michigan is at 3:30? They lost to Iowa yesterday and Illinois is on a 3 game losing streak I think.

Because it is not the way business has been done over the years. Disney has always put the best matchup (not counting primetime games) at 3:30. The Big Ten games are always national at that 3:30 slot now anyway - available either on ABC or ESPN2.

That is incorrect. A perfect example of that not being true was ESPN carrying the Nebraska-Michigan State game at noon and putting the PSU-Illinois game on at 3:30 ABC. The 3:30 ABC slot is no longer for just the premier non-primetime games. ABC puts 2-3 games each week in that slot.
