I don't think anyone should count on any non-interstates going through that region. If the interstates are closed, I doubt the back roads are going to be much luckier coming through the mountains. If you want to guarantee getting there, suck it up, and take the TP to 99. Ditto on the shortcut 11/15. If 322 is closed on one side of the river, I don't think 11/15 will be open on the other.

You're not screwed. As was suggested before, take 95 South through NJ towards Philly. Hit the PA Turnpike, and take that to 99 North. The trip will take longer than you may have originally planned, but it is all highway and will be the safe route.
