At the end of the Spring Semester. IIRC, the summer session used to count, so many of the guys who were "on the edge" after spring would make that up in the summer. Now it is cut off after the spring semester, so if he makes the grade now, he is good to go for next year.

I think one guy might be at like a minus 2 or minus 3

...just saying....

Navy can chime in with needed corrections, but to the best of my knowledge...

1. He needs to be on pace to graduate by the end of spring (the quantity of credits). That pace is not impacted by the summer semester.
2. However, his base GPA needs to stay above eligibility levels through the summer.

From reports, his issue was related to #1, but #2 could become an issue since he can no longer drop so many classes...which led to problem #1.
