Vikings were a team with an average defense and a below-average passing game. Peterson single-handedly carried his team to the playoffs this year. didn't help that his starting QB got hurt in the playoffs (not saying Ponder would have won them the game, but at least he can throw a ball downfield).
having said that, i think Peterson is the exception rather than the rule. if a team has a great QB they can get by with average RBs. see: Brady, Rodgers, P Manning.
