This will slow the game down, but maybe they can account for the offensive player lowering his helmet and causing the helmet to helmet contact. College AND the NFL should use this measure if you're going to call personal fouls and eject players for h to h hits. No one can be expected to accurately assign blame to the majority of those collisions in real time.
