Only way PSU to the ACC ever made any financial sense was if Notre Dame also joined the ACC for football.
The B1G is a good financial deal for PSU, good for the non-revenue sports, and will be good for the new hockey team. And the BTN gives across the board coverage you won't find in another conference.
I long said that PSU's problems with the B1G were because Joe and Curley were so insular and steeped in the old ways of being an independent that they weren't good at conference politicking.

I think FSU is just staking out bargaining position with the ACC -- they just renegotiated tv contracts and kept 3rd tier rights for basketball but gave them to ESPN for football. So football schools like FSU think they got shafted, and I think they want to be compensated for those 3rd tier rights.
So it looks like a threat to get the ACC to pay up. But I think if they really wanted to go the the Big 12, they wouldn't bother staking out their bargaining position in the press -- instead the first news would be when they announced they are gone.
