Have you ever hired a lawyer? They are there to give you your options and act on your decisions; they are not there to tell you what to do. If PSU hired him with the goal of having him negotiate a settlement that excluded the DP or some maximum set of sanctions they would accept to move forward, then YES they were telling him how far he was allowed to take the fight. If they were hiring him to fight sanctions they wouldn't have signed off on the sanctions!
