When his competition is Kirk Ferentz, Mark D'Antonio at UM's little brother, and Gary Andersen? I'd expect a one-sided massacre.
I don't. Did you see his team this year play? It wasn't good. Not saying Iowa or MSU was solid at all, but I'm not sure Nebraska could dominate anyone in the BIG with Bo as head coach. D'Antonio and Andersen are better coaches than Bo. Bo isn't in my top eight in the league as far as head coaches.

None of this really matters because the Big Ten will likely go to 16 or 20 teams in the future. This is simply a temporary division fix for 2014. In that case, just make it East and West and be done with it. When the new schools are added, the pod system will take care of most of the competive balance issues anyway (although there will likely be a Michigan, OSU, MSU +1 pod).
Yes, I saw he had an offense capable of completing a forward pass which puts him years ahead of Iowa and Michigan State. You can talk about difficulty recruiting at Nebraska, but Iowa has the same problems, along with a coaching staff that make Joe and Jay look innovative, and Michigan State will be left with whomever their big brother and OSU don't have room for.
