A kid from University of Northern Iowa, just ran a 4.19 40-yard dash at the University of Minnesota's pro day... Is this even possible?
Chris Johnson had the previous fastest time ever with a 4.24 sec dash.

Chris Johnson has the fastest time at the combine. This was not at the combine and there are many variables that go into 40 times. Fast track, slow track, wind, what kind of timing device. Depending on what track he ran on sometimes personnel men add a tenth or more.

I think the NFL should start bringing in some guys outside of the normal combine to run the 40 or do certain drills. It would just open up the number of players and add some more excitement to an already fun combine.

Relax, i totally got your point, and i agree.
But im still wondering. I know hand held times are off... but by how much (considering the timer was competent)? As in, he was hand held timed at 4.19s, so im guessing if he was electronically timed (on the same ground), it would have been a little slower, maybe in the high 4.2's? Thats still pretty damn fast. And i agree with Lang06, they should allow them to the combine, will def'ly be alot of fun to watch them compete against the others.

Using Chris Johnson as an example, he ran his record time after the RCA dome installed Fieldturf, which is generally considered a faster surface than astroturf (the previous material used at the RCA dome).
Actually, I found an article about a guy Rondel Melendz (WR from a kentucky directional school) that ran a 4.24 in 1999 (the first year the NFL used electric timing) and he did it on the Astroturf.
To answer the OP question, JMO, in this day and age (on fieldturf) Melendz could have ran a close to 4.20 time. Add in the professional training that guys receive and I think he would do it. So if he could, I could see someone else doing it.

I've played on both fieldturf and astroturf and astroturf (back at a PSU 7 on 7 camp in early to mid 2000s on the old fields where Pegula is now going in) is definitely faster. Astroturf had more of a track hard type surface than the sand and mini rubber pellets in the fieldturf, but also resulted in more injuries.
