    Federal Graduation Rate takes into account transfers and is used by the dept. of education. Somes schools are downright deplorable.

    Unfortunately, Penn State's federal rate is going to be very poor because of all these 'forced' transfers.

    I believe either the APR or GSR (maybe both) do not penalize schools if kids transfer or leave "in good academic standing". Not sure about the Federal Graduation Rate but the NCAA uses their own metrics to grade schools and hand out sanctions.
